Since the Peruvian Army took charge of the counter-subversive struggle in San Martin, it committed numerous abuses against the civilian population. Violations included arbitrary detentions, robberies, theft of objects and money from the inhabitants of the department's villages and towns. Between 1987 and 1993, 496 arbitrary detentions and 98 people disappeared as a result of the military operations. These repressive actions were part of the counter-subversive strategy implemented by the armed forces in the region during the conflict with the MRTA.
