Mancini meeting with drug trafficker boss in Uchiza
Comrade 'Mancini' of the PCP-SL traveled from Aucayacu to Uchiza in 1987 to meet with a drug trafficker boss, initiating negotiations that would lead to establishing the conditions and quota rates that the firms had to pay to operate in the area.
Following an invitation from a drug trafficker boss, a delegation led by comrade 'Mancini' traveled from Aucayacu to Uchiza to meet with that boss. It is feasible that this first meeting was the beginning of a series of conversations with the Uchiza firms, including that of Bombonaje the following year, where Mancini agreed to perhaps the first document stipulating the conditions to which the firms would have to adhere in order to continue participating in the drug market. While this agreement established the quota rates that had to be paid to operate 'legally' in the area, it was itself only part of a set of conditions that the PCP-SL wanted to push through in order to better subject the firms to their control. The meeting was reported in the media thanks to the mention made by Demetrio Peñaherrera 'Vaticano' in his police statement.
