Formation of Shining Path committee in Nuevo Progreso
In 1987, a PCP-SL committee was formed in Nuevo Progreso that functioned as a local justice instance. Villagers could go to the delegate to resolve problems, especially collections.
Shortly after PCP-SL established control in the area, a committee was formed within Nuevo Progreso. This committee functioned as an instance of local justice, where anyone with collection problems could go to the delegate and present their complaint, with the certainty that they would 'do justice' there. The formation of this committee represented the consolidation of Shining Path's territorial control in the area. The first delegation would be installed the following year (1987/1988) after Operativo Relámpago.
