At the end of 1987, the MRTA sporadically entered some communities and towns in Tulumayo. The inhabitants of Racracalla recall the incursion in December 1988 of a group of MRTA militants, uniformed and armed with rifles, who called the people to an assembly in the town square. The MRTA urged the elected authorities to work for the benefit of their people and exhorted the population to defend themselves from any attack that would violate their rights. The tone of the MRTA's actions in Tulumayo contrasted with those carried out by the armed detachments of the PCP-SL.
