In 1987, the PCP-SL made its public appearance in the Cunas area, after 7 years of political and military experience in Ayacucho and Huancavelica. The communities of San Juan de Jarpa and San José de Quero (Alto Cunas) were convulsed by the action of the PCP-SL columns. This appearance marked the beginning of the Shining Path presence in the region, which would expand in the following years. The PCP-SL began to organize popular committees in the territory of many communities in Junín from the second half of 1987.
