On September 19, 1986, the PCP-Sendero Luminoso attacked the SAIS Huayna Capac in Muñani. This attack was part of a series of violent actions carried out between September 18 and 21, 1986 in the province of Azángaro. During these days, the PCP-SL also kidnapped 20 peasant delegates in Azángaro, assassinated the lieutenant governor of Jallihuaya and a civil guard in Puno, and attacked the police post in Azángaro. These actions were part of the Shining Path strategy of razing associative enterprises created by the agrarian reform, which they considered an expression of a semi-feudal society.
