On September 17, 1986, there was an attack against the headquarters of the Ministry of Agriculture and CIPA in Puno. This attack was part of a series of violent episodes that took place in the south of the country shortly before the beginning of the Rimanacuy Puno 86 meeting. The attacks included other targets such as the premises of the Federation of Peasants of Puno on August 7, the house of Congressman Alberto Quintanilla Chacón, and the Congress of the Federation of Peasants on August 30, which left four people wounded. As a result of this wave of violence, a university student died on September 22.
