Presidential announcement of distribution of 1'100,000 hectares in Puno

In his National Holiday message to the nation, President Alan Garcia announced that 1'100,000 hectares would be distributed among the communities of Puno. This announcement far exceeded the 744,000 hectares that the Bravo Mejía commission had recommended to restructure. The measure created a new situation and great expectations among the peasant communities, although it later generated frustration due to non-compliance and problems in implementation.
