On July 27, 1986, the lieutenant governor of Cuzco, Hermógenes Huellca, was assassinated by the PCP-SL. This assassination was part of a campaign of direct aggression against local authorities that the PCP-SL was carrying out in the region. The crime occurred in a context of increased attacks by the PCP-SL, possibly in response to the massacres of Shining Path prisoners in Lima prisons in August 1986. This type of selective assassination of authorities was part of the PCP-SL's strategy to weaken the presence of the State in rural areas.
