In June 1986, the Shining Path PCP assassinated a councilman and a community leader in the district of Layo, province of Canas, department of Cusco. This took place in the context of the expansion of subversive violence into the highland provinces of the southern Andes. The assassinations were part of the PCP-SL's strategy to eliminate local authorities and leaders who might oppose their territorial control.
