During the seizure, the main stores were looted and the food they stored was distributed among the population. This action was exhibited by Abimael Guzmán in his document of August 1986 as proof of the primacy of his party in the Puna highlands. The seizure of Chupa was part of a PCP-SL strategy of taking towns and executing authorities, complementing the 'razing' of associative enterprises in the region.
