Announcement of restructuring of joint ventures
President Alan Garcia announced in a message to the nation the restructuring and resizing of the associative enterprises, in response to the peasant mobilizations that began in December 1985 in Puno. Subsequently, Supreme Decrees 005 and 006 were published to implement the actions.
On February 7, 1986, the President of the Republic, Alan Garcia, announced in a message to the nation the "restructuring and resizing of the associative enterprises". This announcement came a little more than a month after nearly 4,000 peasants from the districts of Santa Rosa and Macarí peacefully initiated the recovery of 10,000 hectares of the Rural Enterprise of Social Property "Kunurana" on December 13, 1985. Days after the presidential announcement, Supreme Decrees 005 and 006 were published indicating the actions to be taken in Puno. As a result of these supreme decrees, a restructuring commission was appointed in Lima whose members spent the entire year 1986 negotiating with the directors of the associative companies.
