Explanation of the Andean Trapeze plan

In February 1986, the Andean Trapezoid Plan was presented in Puno, which only included proposals to coordinate state projects and programs in that territorial area, showing limitations in its scope.

The Andean Trapezoid plan, promoted by the government, was explained in February 1986. However, the plan barely included proposals to coordinate and harmonize the heterogeneous projects, programs and actions that a series of state entities were developing in that territorial area. This explanation was given in a context of peasant mobilizations for land recovery and following Supreme Decrees 005 and 006, which indicated actions to be taken in Puno. Faced with the slowness of APRA officials in implementing solutions, the Departmental Federation of Peasants of Puno subsequently decided to take direct action for land recovery.
