Territorial control of PCP-SL in Alto Huallaga

Between 1986 and 1992, the PCP-SL exercised complete territorial control over the Upper Huallaga, subordinating coca farmers and drug traffickers, and imposing its social order through its own laws. The area became its main political enclave and source of financing.

From 1986 to 1992, the PCP-SL had control of the Alto Huallaga area, subordinating coca growers and drug traffickers to its interests, and overcoming all counter-subversive operations by the armed forces and police. During this period, the PCP-SL imposed its social order through a catalog of laws that regulated the daily actions of the population. In 1988, they liberated the areas known as bolsón Cuchara and bolsón Primavera, establishing their 'New State'. The PCP-SL established alliances with the peasantry and drug traffickers, turning the area into its political enclave and main source of resources to sustain the internal armed conflict. The organization determined that the price of coca leaf should be established by the delegation of the Open Popular Committees and forced the population to attend meetings.
