Complaint by residents of Santa Carmen in Andahuaylas
In 1986, residents of Santa Carmen denounced to the Andahuaylas barracks the extrajudicial killings, looting and systematic rape committed by members of the army and civilian defenders in the area.
As a result of extrajudicial killings, rapacious actions and acts of pillage committed by members of the army, villagers from Santa Carmen approached the Andahuaylas barracks in 1986 to denounce these abuses. Testimonies indicate that in the raids carried out by the Peruvian Army and the Mollebamba civil defense, every person found in the field was killed, previously tortured and mutilated. Women, including girls, were systematically raped from the highest ranking officer to the last member of the civil defense. This denunciation by the Santa Carmen villagers was part of a broader pattern of abuses that eventually led to changes in military policy in the area.
