Michel Azcueta, a militant of Izquierda Unida (IU), was reelected mayor of Villa El Salvador in 1986, after being elected for the first time in 1983. Azcueta had led the campaign to establish VES as an independent district in 1983. His reelection took place in a context of political competition and conflict between IU and APRA, which increased after Alan Garcia was elected president in 1985. IU easily won municipal elections in the district both in 1986 and later in 1989.
