At the beginning of 1986, the PCP-Sendero Luminoso managed to remove the police posts in the province of Azángaro, Puno. This event coincided with the intertwining of the internal armed conflict with the peasant mobilizations for land.

At the beginning of 1986, the PCP-Sendero Luminoso managed to remove the police posts in the province of Azángaro, Puno. This event occurred after the PCP-SL declared the provinces of Melgar, Azángaro and Huancané as "red zones" in August 1985. The situation of the internal armed conflict in this area began to intersect with peasant mobilization, especially when the land seizures belonging to the SAIS (Agricultural Societies of Social Interest), led by the Departmental Federation of Peasants of Puno, began. While the peasants were taking land, the PCP-SL was destroying the SAIS, which intensified the spiral of violence with the increase of arbitrary detentions, torture and death of peasants.
