In 1986, counter-subversive military bases were established in two localities in Huancavelica: Julcamarca and Ccayarpachi. This establishment of military bases was part of the Armed Forces' strategy to combat the presence of the Shining Path in the area. The military bases were installed in a context of intensifying internal armed conflict in the Angaraes region and surrounding areas. These military installations were intended to control the territory and protect the civilian population from Shining Path incursions that had been occurring for years.
