In December 1985, land seizures began, triggering one of the most important peasant mobilizations in the history of Puno, leading to a new agrarian reform. On December 13, 1985, about 4,000 peasants from the districts of Santa Rosa and Macari, led by the United Federation of Peasants of Melgar, peacefully initiated the recovery of 10,000 hectares of the Rural Enterprise of Social Property "Kunurana". A little over a month later, on February 7, 1986, President Alan Garcia announced the "restructuring and resizing of the associative enterprises". The Departmental Federation of Peasants of Puno, between January and June 1987, decided to "recover lands" in all the provinces of the department, culminating on May 19, 1987 when 172 peasant communities recovered more than 360,000 hectares.
