Alan García's Aprista government (1985-1990) with 8173 deaths and disappearances registered during the internal armed conflict.
The PAP took office under the presidency of Alan Garcia on July 28, 1985. During this period, the government tried to vary the counter-subversive strategy with emphasis on economic and social development. The CVR registered 8173 deaths and disappearances during the PAP government, 58% of which corresponded to subversive organizations and 30% to the State security forces. The government faced a significant expansion of the internal armed conflict and ended in 1990 in a situation of extreme crisis.
