First Ordinary Congress of Villagers of Huaycán

The PCP-SL tried to infiltrate Huaycán during the First Ordinary Congress of Villagers in July 1985, demonstrating its opposition to the self-management project and seeking to reinforce its political work in the upper zones of the settlement.

During the First Ordinary Congress of Huaycán Villagers in July 1985, the PCP-SL tried to infiltrate the self-management project. This event took place in a context where the Huaycán Project had a particular value for the Shining Path strategy of an eventual insurrection, in the framework of their so-called 'strategic balance'. The opposition of the PCP-SL to the self-management project was evident, and while it increased its tactics of confrontation and provocation, it sought to reinforce its political work especially in the highlands that concentrated new settlers.
