In July 1985, the Marine Corps withdrew from Ayacucho and was replaced by the Army, which applied a more selective repression and sought a certain rapprochement with the population. The Marines, known locally as 'the navy', had been under the command of Commander Vega Llona since January 1983 in Huanta. The withdrawal follows the errors in the counter-subversive strategy that resulted in the massacres of Parqo, Umaro and Accomarca in the Pampas area. This change is part of a decision by Alan Garcia's new administration to dismiss the head of the political-military command in the region and modify the counter-subversive strategy.
