The UN Working Commission on Enforced and Involuntary Disappearances visited Lima in the context of serious allegations of human rights violations in Peru's emergency zones. During this visit, human rights organizations filed complaints with the international commission. This visit came at a critical moment, a few months before Amnesty International denounced more than 1,000 disappeared in January 1985, and amidst continuous discoveries of mass graves in conflict zones such as Pucayacu and Ayacucho.
