On June 5, 1985, Legislative Decree 24150 was enacted, establishing norms to be complied with in states of exception (or emergency) in which the Armed Forces assume control of internal order, in all or part of the territory. This legislative decree regulated the states of emergency and the attributions of the political-military commands during the government of Fernando Belaunde Terry. The enactment of this norm took place in a context of escalating political violence and debate on the role of the Armed Forces in the anti-subversive struggle.
