The Minister of the Interior, General EP Óscar Brush Noel, publicly revealed the existence of a black list containing names of potential victims of the PCP-SL (Communist Party of Peru - Shining Path). This revelation took place in a context of escalating political violence in the country, during the last months of Fernando Belaunde Terry's government. Brush Noel had assumed the position of Minister of the Interior in October 1984, replacing Luis Pércovich Roca. General Brush Noel was known for his anti-communist statements and his hard stance against subversion.
