On January 29, 1985, approximately 40 people attacked the Civil Guard post in Orurillo, province of Melgar, department of Puno. This attack was part of the actions of the PCP-Sendero Luminoso in the Puno region during the period of expanding violence. The attack on Orurillo took place in the context of the PCP-SL declaring the provinces of Melgar, Azángaro and Huancané as 'red zones' in August 1985, although the reality of territorial control was different from what the subversive organization proclaimed.
