Second counter-subversive stage: a more selective strategy

Shift in state strategy towards more selective operations with greater use of intelligence

Between 1985 and 1989 there was a decrease in the intensity of the internal armed conflict accompanied by a relative decrease in crimes and human rights violations committed by State agents. State agents carried out an evaluation of their performance and designed a new strategy that sought to combat armed subversion in a more direct and focused manner. Greater emphasis was placed on intelligence gathering on subversive organizations, which led to more selective elimination operations of suspected subversive elements, incorporating more actively the organized peasantry in self-defense patrols.
