Operation of the Peace Commission

During 1985 and 1986, in the government of Dr. Alan Garcia Perez, a Peace Commission functioned and made a critical evaluation of the indiscriminate policy of the first years of the conflict implemented by the previous government of President Fernando Belaunde Terry. Initial energy was shown in the face of serious human rights violations committed by members of the Armed Forces. This period represented an attempt to establish a democratic alternative to the counter-subversive struggle.
