In 1985 there was a confrontation between the PCP-SL and police forces at the Cajabamba power plant. This event was part of the first wave of violence in the region between 1980 and 1988. The confrontation occurred in the context of the expansion of the PCP-SL in the province of Cajabamba, which had begun its violent actions in the area since 1980 with the attack on the Agrarian Bank. The power plant represented a strategic infrastructure objective for subversive actions in the region.
