The assassination of the Deputy Mayor of Gorgor represents the first recorded death of authorities in all the provinces north of Lima considered in the CVR study. This event occurred in the context of the first incursions of a Shining Path column in the high Andean part of Cajatambo, which began in 1985. The event marks the beginning of an escalation of violence against local authorities in the area. This murder is part of the PCP-SL's strategy of eliminating local authorities and leaders to create a power vacuum in the communities.
