In 1985, the Peruvian State deployed counter-subversive military bases in various localities in the department of Pasco in response to the advance of the Shining Path. This military deployment followed the declaration of a state of emergency in the province of Pasco on May 10, 1985, precipitated by the assassination of the APRA congressman Luis Alberto Aguilar Cajahuamán. Bases were established in strategic locations such as Goyllarisquizga, Páucar, Santa Ana de Tusi, Simón Bolívar, Yanahuanca, Michivilca (Tápuc district) and Chinche Tingo (Yanahuanca district), with the Goyllarisquizga base being the most important. This military deployment was intended to counteract the territorial expansion of PCP-SL forces and protect the civilian population, although it also generated numerous complaints of human rights violations.
