The Minister of the Interior, General EP Óscar Brush Noel, made a public call inviting the militants of the Communist Party of Peru - Shining Path (PCP-SL) to lay down their arms and surrender to the courts. This invitation took place in the context of an escalation of political violence that had characterized 1984, with multiple terrorist attacks and confrontations in different areas of the country. Minister Brush Noel's call came a few days before the end of the year, at a time when the government was looking for strategies to confront the armed insurgency.
