CDC unanimously approves on record to annihilate terrorist collaborators

On December 27, 1984, a Civil Defense Committee in the Ayacucho highlands unanimously approved in assembly that those who had collaborated with the terrorists should be investigated and that the guilty parties would be annihilated by the Central authorities. That this appears in their minute book reveals that by 1984 and 1985 what little state institutionality may have previously existed in the rural areas of Ayacucho had vanished, and the CDC assumed a license to kill.
