In the last days of December 1984, a counter-subversive Army base was installed in Chinche Tingo. This installation followed the decree of a state of emergency in the province of Daniel Alcides Carrión in December 1984, when the Army first established a military base in the district of Yanahuanca in the middle of that month. The military presence and continuous patrolling by its troops significantly reduced incursions and subversive attacks, creating the conditions for the appointment of local authorities. This base was part of a system of counter-subversive bases installed in the region, being mentioned together with other bases in Goyllarisquizga, Páucar, Santa Ana de Tusi, Simón Bolívar, Yanahuanca and Michivilca.
