In December 1984, a state of emergency was declared in the province of Daniel Alcides Carrion due to the inability of the police response to stop the dizzying increase in the number of attacks and victims, as well as the territorial expansion of the PCP-SL forces. After the state of emergency was decreed, the Army established a military base in the district of Yanahuanca in mid-December. In the last days of December 1984, another counter-subversive base was installed in Chinche Tingo. The military presence and the continuous patrolling of its troops significantly reduced incursions and subversive attacks, and conditions were created for the appointment of local authorities.
