On November 29, 1984, a national strike was called by the General Confederation of Peruvian Workers (CGTP) and the National Unitary Command of Struggle (Comando Nacional Unitario de Lucha). This strike took place in a context of intense political violence and escalation of the internal armed conflict in the country. The work stoppage coincided with a period of increasing terrorist activity by the PCP-Sendero Luminoso and the emergence of the MRTA, as well as with allegations of human rights violations by the forces of law and order. The strike was part of the social movements' protests against the policies of Fernando Belaunde Terry's government.
