On November 28, 1984, peasant patrols were organized in several villages in Cajamarca, specifically in Puruay, Perolitos and El Grauro. This organization of peasant patrols was part of a broader process that had been developing in the region since the early 1980s. The rondas campesinas were originally established in Chota in 1977 to combat cattle rustling and other crimes, and later expanded to other provinces. Beginning in 1985, the rondas began to spread their organization to the provinces of San Marcos and Cajabamba, although their actions were hampered by judicial persecution and the actions of the PCP-SL.
