Denunciation of General Noel for Human Rights Violations

El gobierno interpretó estas denuncias como una estrategia de oposición y no como una advertencia seria sobre la creciente violencia en el país. El 1º de julio de 1983, el diputado de izquierda Javier Diez Canseco denunció formalmente al general Noel ante el Ministerio Público por delitos de asesinato, secuestro, detenciones ilegales y abuso de autoridad. Sin embargo, esta denuncia no prosperó.
