In October 1984, the Tupac Amaru Revolutionary Movement (MRTA) made its public appearance in the department of Junin through a symbolic act: the raising of its flag at different points in the city of Huancayo. This action marks the beginning of the MRTA's activities in the central region of the country, four years after the beginning of the PCP-SL's people's war. The beginning of its public activities in the last months of 1984 was reduced to propaganda and armed agitation activities, including banners in cities, graffiti, broadcasting messages on radio stations taken over, and distribution of expropriated foodstuffs to large distributors that were then distributed in impoverished sectors of the city.
