In September 1984, in the district of Yanahuanca, province of Daniel Alcides Carrion in Pasco, the Shining Path PCP murdered three villagers from Chinche Tingo. The victims were executed for proposing to create surveillance mechanisms in the locality. This event occurred in a context where the PCP-SL had been assassinating local authorities in various towns in the district since August 1984. The province of Daniel Alcides Carrion was declared in a state of emergency only in July 1984 and passed to military control, which provoked the retreat of the Shining Path PCP without major confrontations.
