On July 28, 1984, the mayor of the district of Santillana, Alberto la Rosa, was assassinated by the PCP-Sendero Luminoso. Along with him was executed Juan Contreras, who was a former mayor of the same district. This assassination was part of the Shining Path's strategy to eliminate local authorities and destroy the existing system of authorities. The year 1984 was recorded as one of the years with the highest number of civilian murders in the provinces of Huanta, Huamanga and La Mar, as a consequence of the insurgent actions of the PCP-SL and the indiscriminate repressive response of the Armed Forces.
