Santiago Felipe Loayza Cahuana arrested by PIP and the Navy
Teacher and school principal was detained by PIP and the Navy while traveling with colleagues to Huamanga.
On July 19, 1984, Santiago Felipe Loayza Cahuana, teacher and Director of Girls' Educational Center No. 38271 in the Huamanguilla district, was detained by members of the Peruvian Investigative Police (former PIP) and the Marine Infantry when he was on his way to the city of Huamanga with his son and 20 colleagues. The police blocked the road with stones and when the teachers proceeded to remove them, uniformed agents appeared, others in balaclavas and plainclothes, asking for the director. The day before he had voluntarily presented himself to the Prosecutor's Office because he had been warned that they were looking for him.
