Installation of families in Huaycán Project

On July 15, 1984, nearly 2,000 families were installed in the Huaycán Project, reaching 4,000 in August. From the beginning, the PCP-SL tried to infiltrate the self-management project, increasing its tactics of confrontation and provocation.

On July 15, 1984, nearly 2,000 families settled in the Huaycán Project, and by August there were already 4,000 families. From the beginning, the PCP-SL tried to infiltrate Huaycán, as happened for example in July 1985, during the First Ordinary Congress of Villagers. The PCP-SL's opposition to the self-management project was evident, and at the same time that it increased its confrontational and provocative tactics, it sought to reinforce its political work, especially in the highland areas that concentrated new settlers. The area where the Huaycán Project was located had a particular value for the Shining Path strategy of an eventual insurrection, in the context of its so-called "strategic balance".
