Statement on not implementing a state of siege

Interior Minister Luis Pércovich Roca declared on July 7, 1984 that the government did not consider it convenient to implement the state of siege. Instead, the state of emergency was extended for thirty days with suspension of constitutional guarantees.

The Minister of the Interior, Luis Pércovich Roca, publicly stated that the government had not considered it convenient to implement a state of siege in the country. This statement came after an Official Communiqué was published on July 6 in which the President of the Republic Fernando Belaunde Terry and the members of the Joint Command of the Armed Forces analyzed new measures to eradicate narcoterrorism with the participation of the Armed Forces. Instead of the state of siege, the government decided to extend for thirty days the state of emergency throughout the country, which included the suspension of constitutional guarantees. This decision was taken in a context of escalating terrorist violence which had increased significantly since June 1984.
