After the increase in terrorist actions in June 1984, EP General Adrián Huamán Centeno, accompanied by EP General Óscar Brush Noel, met with President Fernando Belaunde Terry on July 2, 1984. Two days earlier, on July 1, the General Command of the Peruvian Army had issued a communiqué denying versions that Huamán would be relieved of his post. This interview took place in a context of escalating terrorist violence that had prompted government spokesmen to call for the implementation of the death penalty and a state of siege. The government decided to grant greater interference to the Armed Forces in the fight against the PCP-SL.
