Creation of the Huaycán Area Urban Upgrading Program (PEHUH).
Municipality of Lima created the Urban Development Program for the Huaycán Area.
The Municipality of Metropolitan Lima created the Urban Rehabilitation Program for the Huaycán Area by means of Mayor's Resolution No. 40. The program sought to promote popular management, consolidate neighborhood organizations, support self-construction and develop appropriate urban technologies. A permanent technical team was appointed in the area to promote democratic management by the inhabitants.
