Premier Sandro Mariátegui Chiappe appeared before the Congress of the Republic to present his government plan. This presentation was made in the context of the political and social crisis that the country was going through during the government of Fernando Belaunde Terry. Mariátegui Chiappe had assumed the Foreign Affairs portfolio on April 9, 1984, replacing the previous minister. His presentation before Parliament was part of the constitutional protocol to present the lines of action of the ministerial cabinet.
