On April 23, 1984, a strike of municipal workers began in Peru. This strike took place in a context of intense social and labor unrest during the government of Fernando Belaunde Terry. The civil construction workers' movement joined other protests and strikes that characterized this period, including strikes in the medical and transportation sectors that also took place in the same month. The municipal strike was part of a climate of growing social mobilization that included labor and economic demands in the midst of the crisis the country was going through.
