PCP-SL initiates Great Leap Plan to generalize guerrilla warfare
Guzmán ordered the beginning of the Great Leap Plan, whose political strategy was to concretize and develop support bases, through four campaigns. The objective was to launch a generalized guerrilla war, to extend its zones, to mobilize the masses, to strike at mesnadas to remove the social base for the next reactionary plan and to break it.
