On March 21, 1984, eighteen military trucks arrived in the districts of Manta and Vilca, in the province of Huancavelica. This massive arrival of military troops was part of the Peruvian State's counter-subversive strategy in response to the presence and actions of the PCP-Sendero Luminoso in the Vilca river basin. The installation of military bases in the area sought to counteract the territorial control that the subversion had achieved in these districts. As a result of this military pressure and the organization of peasant patrols, the inhabitants of Chopccas agreed in 1984 to defend themselves from PCP-SL militants by forming self-defense patrols that successfully repelled Shining Path columns and limited the presence of military patrols.
